It is submitted to your kind self that the employees of Guntur Division are getting frustrated due to inordinate delay in solving these problems.  You are requested to arrange to solve these problems expeditiously in order to ensure that the staff work with reduced stress & strain under your esteemed control more dedicatedly for progress of the Railways.

1.Provision of standard medicine and referral facilities:

Medicine being supplied at RH/GNT are substandard/low quality.  Employees and their families are facing much difficulty for using these medicines.  In GNT division medical authorities are denying to send the employees and their families to referral hospitals on the pretext of lack of funds.  It is the responsibility of the Railway as employer to look after the health of the employees.  Adherence of medical rules is not only in the part of the employees but also obligatory on the part of railways.

Therefore, the Union requests you to kindly accord priority on the health of the employees and arrange to provide standard medicine & referral facilities to employees and their families.

2.Condemnation of Railway Quarters:

There are many railway quarters in the NRDP-NLDA section, which are unfit for dwelling.  Road transport is also not available.

There are many railway quarters at MAG & NBR which are unfit for human living.

The Union requests to arrange condemnation the unfit quarters at the earliest.  Alternately, HRA may be paid to the employees without forcible occupation/allotment.

3.Construction of Railway Quarters in Guntur:

Railway employees are mostly concentrated in GNT in the proximity of Divisional Office and various field offices located in and around Guntur.  On formation of the Guntur division, P. Way Unit moved from KCC to NGNT.  Nearly 350 employees are in this Unit and out of them nearly 50 employees in the essential categories such as Supervisors, Trollymen & Artizans etc.,.  However, no new quarters have been allotted to them.  Similarly, in other branches and units, there is demand for Railway Quarters especially in the lower categories.

Further, AP State Capital, Amaravathi is also coming up in Guntur District & Temporary Secretariat has already come up at Velagapudi, Guntur District.  Many employees are finding it difficult to find the suitable private accommodation due to various reasons such as higher rate of rents, restriction on the number of family members etc. 

Therefore, there is huge demand for Railway Quarters in Guntur. 

In view of the above, the Union requests to arrange construction of Railway Quarters at GNT duly utilizing the open place available which will generate revenue besides helping Railway Employees in Guntur.

4.Creation of additional posts for maintenance of additional assets:

Recently GNT-KCC section of GNT Division has been converted as double line section and the second line opened for traffic.  No posts have been created so far in the Electrical, Engineering Operating and S&T Departments for the maintenance of new asset.  Staff position is already acute shortage in these departments.

Newly opened stations such as NDPU, CEM, POO, JBK, STV, NDPL, SJM and Zanpahad etc., are not provided with required staff.  In the absence of required sanctions, existing staff of other stations are being transferred.  Hence, lot of pressure is being exerted on the staff.  As a result not only availing leave but also availing periodical rests have become difficult for certain categories.

Similarly, Electrification of NLPD-NDL section is being done on war footing.  NLPD-PGDP section is being doubled as well.  GNT – RAL section is going to be double line & electrified.  As such, there will be enormous expansion of all the activities over GNT division.  Action for creation of additional posts may be taken up at the earliest.

Therefore, the Union requests to kindly intervene and arrange to communicate the sanction of additional posts for the additional work/assets.

5.Creation of posts in Ticket Checking Category:

At present only 100 employees are in Sleeper Depot, GNT and TTEs are forced to man more than 5 coaches.

SCRMU GNT division requests you to arrange creation of posts in the Ticket Checking category so as to improve services to the travelling public with 1:3 ratio.

6.Sharing of trains for Operating & Ticket Checking staff:

Working of the staff of adjoining divisions in the jurisdiction of GNT Division is not proportionate to the working of the staff of GNT Division working in the adjoining divisions for Guards & Ticket Checking Staff.  It was agreed in the GM PNM that whenever new trains passing through GNT division are introduced, the same are to be allotted to GNT division for balancing the sharing.  It is unfortunate to plead for balancing the sharing of trains even after 14 years of formation of GNT division.  This is just because of the headquarters has not honoured the agreed item in the GM PNM and allotted the following trains passing through GNT division to other divisions;

1.No.12795/12796 – Employees Special between SC & BZA to SC division (Guards)

2.No.17211/17212 – Kondaveedu Express between MTM & YPR to GTL division (Ticket checking)

3.No.17215/17216 – Dharmavaram Passenger between BZA & DMM to BZA division (Ticket checking)

Therefore, the Union requests to provide proper sharing of trains from the adjoining divisions for Guards & Ticket Checking Staff.  Accordingly balancing may please be done as agreed to earlier by allotting new trains to Guntur Division.

7.Provision of municipal drinking water to Railway Quarters & Mechanical Depot, Guntur.

Municipal water taps are provided by Guntur Municipal Corporation, outside the premises of Railway colonies.  Employees and their families are disturbed to at odd hours for fetching drinking water.  Further, it is unsafe for the families to step out of the Colonies at odd hours.

Nearly 400 employees (Mechanical & Train Lighting) are working in the Mechanical depot, Guntur.  There is no drinking water facility at Mechanical Depot, Guntur

Therefore, the Union requests to arrange drinking water in the Railway Quarters & Mechanical Depot, Guntur.

8.Filling up of vacancies in the safety categories:

Operating: Paying OT in huge amounts.  Employees are working under the most strenuous conditions and unable to meet their social obligations & proper rest also.

9.Provision of parking place for the Running Staff at GNT Railway Station:

For the name sake space in the parking place was earmarked for the use of employees on either side of GNT Railway station.  However, the entire space was handed over to the contractor on auction basis.  Thus, the contractor feels deprived of their income and troubling the employees even for parking at the concessional rates on monthly basis of their two wheelers in the earmarked place.   Whenever the staff are demanding, the contractors are taking the name of CCM/SC.  Employees are facing much difficulty for parking their 2 wheelers while on duty.

Therefore, the Union requests to allot parking place for two wheelers for the use of Railway Staff at GNT Railway Station, which will be managed by themselves as being done in other divisions.

10.Provision of seating arrangements for AC mechanics:

SCRMU GNT division requests you to provide earmarked accommodation for AC Mechanics.  Even the contractor staff of On Board Housekeeping Services are provided with accommodation.  However, the regular AC mechanics are made to loiter around during the entire journey of the trains which are taking more than 12 hours.

Therefore, SCRMU GNT division requests you to arrange seating arrangements for AC Mechanics.

11.Provision of Right to Vote for the Running staff:

Due to the working system and nature of duties, running staff fall under the essential category.  More than 2/3rd are likely to be away from their headquarters on any day of polling for General/ State/ Local elections.  Administration cannot grant leave for all the running staff so as to cost their votes.  Thus, most of the running staff are deprived of the right to vote.  As per the procedure in vogue, only staff allotted election duties are only provided with postal ballots.

In this connection it is suggested that any of the following methods may be adopted so that the running staff are not deprived of their voting rights;

1. Postal Ballots (by post)

2. Proxy Voting (by representative)

3.Electronic Voting (by e-mail)

Therefore, the Union requests you take up the matter at the highest level and arrange to protect the voting rights to the running staff as provided by the Indian Constitution.

గుంటూరు డివిజన్ ఉద్యోగులు ఈ సమస్యలను పరిష్కరిస్తారని నిర్లక్ష్యమైన ఆలస్యం కారణంగా నిరుత్సాహపరుస్తున్నారు. రైల్వే యొక్క పురోగతి కోసం ప్రత్యేకంగా మీ గౌరవనీయమైన నియంత్రణలో ఒత్తిడిని తగ్గించి సిబ్బందికి పని చేయాలని నిర్ధారణ కోసం ఈ సమస్యలను పరిష్కరించడానికి మీరు అభ్యర్థిస్తున్నారు.

1.ప్రామాణిక ఔషధం మరియు రిఫరల్ సౌకర్యాల కేటాయింపు:

RH / GNT లో ఔషధ సరఫరా అందించబడదు / తక్కువ నాణ్యత. ఉద్యోగులు మరియు వారి కుటుంబాలు ఈ ఔషధాలను ఉపయోగించడం చాలా కష్టం ఎదుర్కొంటున్నాయి. జిన్టీ డివిజన్ వైద్య అధికారులు నిధుల కొరత అనే కారణంతో ఆసుపత్రులను నివేదించడానికి ఉద్యోగులు మరియు వారి కుటుంబాలను పంపించడానికి తిరస్కరించారు. ఇది ఉద్యోగుల ఆరోగ్యాన్ని చూసుకోవడానికి యజమానిగా రైల్వే యొక్క బాధ్యత. వైద్య నియమాల కట్టుబడి ఉద్యోగుల భాగమే కాదు, రైల్వే భాగంలో కూడా తప్పనిసరి.

2.రైల్వే క్వార్టర్స్ నిర్మూలన:

NRDP-NLDA విభాగంలో అనేక రైల్వే విభాగాలు ఉన్నాయి, ఇవి నివాస స్థలంలో పనికిరావు. రహదారి రవాణా కూడా అందుబాటులో లేదు.

మాగ్ & NBR వద్ద అనేక రైల్వే క్వార్టర్స్ ఉన్నాయి, ఇవి మానవ జీవనశక్తికి సరిపోవు.

యూనియన్ ముందుగానే ఖండించదగిన త్రైమాసికాలను ఏర్పాటు చేయడానికి అభ్యర్థిస్తోంది. ప్రత్యామ్నాయంగా, బలవంతపు ఆక్రమణ / కేటాయింపు లేకుండా HRA ఉద్యోగులకు చెల్లించబడుతుంది.

3.గుంటూరులో రైల్వే క్వార్టర్స్ నిర్మాణం:

రైల్వే ఉద్యోగులు ఎక్కువగా జిఎన్టిలో డివిజనల్ ఆఫీస్ మరియు గుంటూరు చుట్టుపక్కల ఉన్న వివిధ క్షేత్రాల కార్యాలయాలలో కేంద్రీకృతమై ఉన్నారు. గుంటూరు డివిజన్ ఏర్పాటుపై, P. వే యూనిట్ KCC నుండి NGNT కు తరలించబడింది. ఈ యూనిట్లో దాదాపు 350 మంది ఉద్యోగులు ఉన్నారు, వాటిలో దాదాపు 50 మంది ఉద్యోగులు, సూపర్వైజర్స్, ట్రాలీలు & ఆర్టిజన్స్ మొదలైనవి. అయినప్పటికీ, వారికి నూతన కేటాయింపులు లేవు. అదేవిధంగా, ఇతర శాఖలు మరియు విభాగాలలో, రైల్వే క్వార్టర్స్ ముఖ్యంగా దిగువ వర్గాలలో డిమాండ్ ఉంది.

అందువల్ల, గుంటూరులో రైల్వే క్వార్టర్స్ కోసం భారీ డిమాండ్ ఉంది.

పైన పేర్కొన్నదాని ప్రకారం, GNT వద్ద రైల్వే క్వార్టర్స్ నిర్మాణాన్ని ఏర్పాటు చేయడానికి యూనియన్ అభ్యర్ధనలు వెంటనే గుంటూరులో రైల్వే ఉద్యోగులకు సహాయం చేస్తూ, రెవెన్యూని ఉత్పత్తి చేసే ఓపెన్ స్థలాన్ని ఉపయోగించుకుంటాయి.

4.అదనపు ఆస్తుల నిర్వహణ కోసం అదనపు పోస్టుల సృష్టి:

ఇటీవల GNT డివిజన్లోని GNT-KCC సెక్షన్ డబుల్ లైన్ విభాగానికి మార్చబడింది మరియు ట్రాఫిక్ కోసం రెండవ మార్గం తెరవబడింది. ఎలక్ట్రికల్, ఇంజనీరింగ్ ఆపరేటింగ్ మరియు S & T విభాగాలలో క్రొత్త ఆస్తి నిర్వహణ కోసం ఎటువంటి పోస్ట్లు సృష్టించబడలేదు. స్టాఫ్ స్థానం ఇప్పటికే ఈ విభాగాలలో తీవ్రమైన కొరత ఉంది.

5.టికెట్ తనిఖీ లో పోస్ట్స్ యొక్క సృష్టి వర్గం:

ప్రస్తుతం కేవలం 100 మంది ఉద్యోగులు స్లీపర్ డిపోలో ఉన్నారు, జిఎన్టి మరియు టిటిఇలు 5 మందికి పైగా సిబ్బందిని బలవంతం చేస్తున్నారు.

GNT విభాగం యొక్క పరిధుల్లో పరిసర విభాగాల సిబ్బంది పనిచేయడం అనేది గార్డ్లు & టికెట్ చెకింగ్ సిబ్బందికి అనుబంధ విభాగాల్లో పనిచేస్తున్న GNT విభాగం యొక్క సిబ్బందికి అనుగుణంగా లేదు. జిఎన్టి డివిజన్ ద్వారా కొత్త రైళ్ళు ప్రవేశపెడుతున్నప్పుడు, జిఎన్టి డివిజన్కు భాగస్వామ్యాన్ని సాగించడం కోసం GM PNM లో ఇది అంగీకరించబడింది. GNT విభజన ఏర్పడిన 14 సంవత్సరాల తర్వాత కూడా రైళ్ళ భాగస్వామ్యాన్ని సంతులనం చేయాలనేది దురదృష్టకరమైంది. GM PNM లో అంగీకరించిన అంశం గౌరవించబడటం లేదు మరియు ఇతర విభాగాలకు GNT విభజన ద్వారా కింది రైళ్ళను కేటాయించినందున దీనికి ప్రధాన కేంద్రం ఉంది;

అందువల్ల, యూనియన్లు గార్డ్లు మరియు టికెట్ చెకింగ్ సిబ్బంది కోసం పరిసర విభాగాల నుంచి సరైన రైళ్ళను అందించడానికి అభ్యర్థిస్తున్నాయి. గుంటూరు డివిజన్కు కొత్త రైళ్లను కేటాయించడం ద్వారా ముందుగా అంగీకరించినట్లుగా సంతులనం జరగాలి.

7.రైల్వే క్వార్టర్స్ & మెకానికల్ డిపోకు పురపాలక త్రాగునీటి సదుపాయం, గుంటూరు.

రైల్వే కాలనీల ప్రాంగణానికి గుంటూరు మునిసిపల్ కార్పొరేషన్ మునిసిపల్ నీటిని సరఫరా చేస్తుంది. ఉద్యోగుల మరియు వారి కుటుంబాలు త్రాగునీటిని పొందటానికి బేసి గంటలకు చెదిరిపోతాయి. అంతేగాక, కుటుంబాలు బేసి గంటల సమయంలో కాలనీల నుండి బయటికి రావడం సురక్షితం.

దాదాపు 400 ఉద్యోగులు (యాంత్రిక మరియు రైలు లైటింగ్) మెంటల్ డిపోలో గుంటూరులో పనిచేస్తున్నారు. గుంటూరు మెకానికల్ డిపో వద్ద తాగునీటి సౌకర్యం లేదు. అందువలన, యూనియన్ రైల్వే క్వార్టర్స్ & మెకానికల్ డిపో, గుంటూరు లో త్రాగునీటి ఏర్పాటు చేయమని అభ్యర్థిస్తోంది.

8.భద్రతా వర్గాలలో ఖాళీలు నింపడం:

ఆపరేటింగ్: పెద్ద మొత్తాలలో OT ని చెల్లించడం. ఉద్యోగులు అత్యంత కఠినమైన పరిస్థితుల్లో పనిచేస్తున్నారు మరియు వారి సామాజిక బాధ్యతలను మరియు సరైన విశ్రాంతిని కూడా పొందలేకపోతున్నారు.

9.GNT రైల్వే స్టేషన్ వద్ద రన్నింగ్ స్టాఫ్ కోసం పార్కింగ్ స్థలం కేటాయింపు:

GNT రైల్వే స్టేషన్ యొక్క ఇరువైపులా ఉద్యోగుల ఉపయోగం కోసం పార్కింగ్ స్థలంలో స్థలం కొరకు కేటాయించబడింది. అయితే, మొత్తం స్థలం వేలం ఆధారంగా కాంట్రాక్టర్కు అప్పగించబడింది. అందుచే, కాంట్రాక్టర్ తమ ఆదాయాన్ని కోల్పోకుండా మరియు ఉద్యోగులను పార్కింగ్ కోసం కూడా పార్కింగ్ కొరకు వారి నెలవారీ ప్రాతిపదికన నెలవారీ ప్రాతిపదికన రాయితీ స్థలంలో నెలకొల్పుతుంది. సిబ్బంది డిమాండ్ చేస్తున్నప్పుడు, కాంట్రాక్టర్లు CCM / SC పేరును తీసుకుంటారు. కార్మికులు వారి 2 చక్రాల పార్కింగ్ కోసం విధి నిర్వహణలో చాలా కష్టం ఎదుర్కొంటున్నారు.

అందువల్ల, GNT రైల్వే స్టేషన్ వద్ద రైల్వే సిబ్బందిని ఉపయోగించడానికి ద్విచక్ర వాహనాల కోసం పార్కింగ్ స్థలం కేటాయించాలని యూనియన్ అభ్యర్థిస్తోంది, ఇది ఇతర విభాగాల్లో తమను తాము నిర్వహిస్తున్నట్లు.

10.AC మెకానిక్స్ కోసం సీటింగ్ ఏర్పాట్లు:

SCRMU GNT విభాగం మీరు AC మెకానిక్స్ కోసం కేటాయించిన వసతి అందించడానికి అభ్యర్థిస్తుంది. ఆన్ బోర్డు హౌస్ కీపింగ్ సేవల కాంట్రాక్టర్ కూడా వసతి కల్పించబడుతున్నాయి. ఏదేమైనా, రెగ్యులర్ AC మెకానిక్స్ 12 గంటల కంటే ఎక్కువ సమయం తీసుకున్న రైళ్ల ప్రయాణ సమయంలో చుట్టుముట్టడానికి తయారు చేస్తారు.

అందువల్ల, SCRMU GNT డివిజన్ AC మెకానిక్స్ కోసం సీటింగ్ ఏర్పాట్లను ఏర్పాటు చేయడానికి మిమ్మల్ని అభ్యర్థిస్తుంది.

11.రన్నింగ్ సిబ్బందికి ఓటు హక్కు:

పని వ్యవస్థ మరియు విధుల యొక్క స్వభావం కారణంగా, అవసరమైన వర్గం కింద పనిచేస్తున్న సిబ్బంది వస్తాయి. జనరల్ / స్టేట్ / లోకల్ ఎలక్షన్ ఎన్నికలకు సంబంధించి ఏదేని పోలింగ్లో 2/3 కంటే ఎక్కువ మంది వారి ప్రధాన కార్యాలయం నుండి దూరంగా ఉంటారు. తమ ఓట్లను ఖర్చు చేయటానికి అడ్మినిస్ట్రేషన్ అన్ని నడుస్తున్న సిబ్బందికి సెలవును మంజూరు చేయలేదు. అందువలన, నడుస్తున్న సిబ్బంది చాలా ఓటు హక్కు కోల్పోయింది. వోగ్ పద్ధతిలో, పోస్టల్ బ్యాలెట్లతో మాత్రమే కేటాయించిన ఎన్నికల విధులు మాత్రమే ఇవ్వబడతాయి.

ఈ కనెక్షన్లో, క్రింది పద్దతులలో ఏవి అమలు చేయబడవచ్చో, అందుచే నడుస్తున్న సిబ్బంది వారి ఓటింగ్ హక్కులను కోల్పోరు అని సూచించారు;

అందువల్ల, యూనియన్ మీరు ఈ విషయాన్ని అధిక స్థాయి వద్ద తీసుకొని, భారత రాజ్యాంగం అందించిన విధంగా నడుస్తున్న సిబ్బందికి ఓటింగ్ హక్కులను కాపాడాలని కోరుతుంది.
